Base of Right Circular Cylinder to Inside Surface of Cylinder

Function f3d_17(r, h)
returns the view factor between the base of a right circular cylinder (surface 1) to the inside surface of a cylinder (surface 2).

Inputs:
r = radius of the cylinder [m or ft]
h = height of the cylinder [m or ft]

Example:
