Rod with shoulder fillets under bending
Function SCF_9 returns the stress concentration factor for a stepped bar with shoulder fillets. The rod is subject to bending moments.
Inputs:
D - the diamter of the rod ([m] or [ft])
t - the depth of the shoulder ([m] or [ft])
r - the radius of the fillet ([m] or [ft])
Example:

D=0.24 [m]
t=0.025 [m]
r=0.075[m]
SCF=scf_9(D,t,r)
