Plate with centered hole under simple bending

Function SCF_12 returns the stress concentration factor for a plate with a centered hole under simple bending. The moment should be specified with units of moments/length.

Inputs:
H - the width of the plate ([m] or [ft])
d - the diameter of the hole ([m] or [ft])
t - the thickness of the plate ([m] or [ft])

Example:
$Load Mechanical Design
$UnitSystem SI K Pa
H=032 [m]
d=0.075[m]
t=0.021 [m]
SCF=scf_12(H,d,t)

SCF=1.923
}
